In summer 2026, Westfield Topanga relaunched its Topanga Social food hall following a shift in management and strategy. The project replaces its initial centralized kitchen and ordering system with a roster of rotating, chef-driven pop-up restaurants.
Why it matters
The change addresses shopper dissatisfaction with the previous high-priced, centralized model that failed to generate sustained interest. By moving to independent storefront operations, the mall hopes to better engage customers and improve the dining experience.
There are currently over 450 operating food halls in the U.S. with 114 more in development. Individual menu items at the updated site include the $17 Mapo Wagyu Cruncho Perfecto and the $16 Crispy Cantonese Fishwich.
The players
Westfield Topanga
This major shopping center serves as the site for the food hall relaunch and has been a fixture in the Los Angeles area since 1964.
Din Tai Fung
This internationally recognized restaurant brand specializing in xiao long bao is slated to open at the mall in 2027.
Kura Revolving Sushi
This popular restaurant chain utilizes a unique conveyor belt system to deliver sushi directly to customers.
The details
The revamped space discards the original 2023 design, which featured a centralized payment system and common kitchen, to allow for individual storefront management. Future additions to the hall include Kura Revolving Sushi and a Din Tai Fung location, which is set to arrive in late summer 2027.

Culture Shift
The transition at Westfield Topanga reflects the nationwide rise of food hall developments as malls pivot away from legacy food courts. This shift marks a departure from static dining setups toward curated, experience-driven spaces designed to attract modern shoppers.
Shoppers can now enjoy a more traditional dining experience without the constraints of a centralized ordering system. The new pop-up rotation also ensures that visitors will have access to changing menus and new restaurant concepts throughout the year.
The takeaway
The move toward rotating pop-ups signals a shift from permanent mall tenants to more flexible, experimental retail spaces. Residents looking to visit should anticipate a revolving schedule of vendors that changes the dining variety available on every trip.

Din Tai Fung is officially scheduled to open its location within the food hall in late summer 2027.
