Introduction

The average price of cigarettes in the United States is one of the highest in the world. In 2020, the average cost of a pack of 20 cigarettes was $6.71 compared to an international average price of $4.52 for a pack of 20 cigarettes. This means that Americans pay about 50% more than the global average for their cigarettes. The high prices are due to taxes and fees imposed by federal and state governments on tobacco products. For example, federal excise taxes on cigarettes were increased from 1 cent per pack in 2009 to $1.01 per pack in 2020 – an increase of 10,000%. With these additional costs being added to the retail price, it’s no surprise that Americans are paying far more than other countries around the world for their smokes. Furthermore, some states and cities have gone even further with legislation such as raising the minimum cigarette purchasing age to 21 or banning flavored products altogether, thus driving up prices even higher for consumers who wish to purchase these products legally.
